Steven is vice chair of Winston Taylor’s International Trade practice with more than 25 years of experience guiding clients through high-stakes international trade and national security matters, with deep experience in export controls, economic sanctions, and cross-border regulatory compliance.
Steven counsels multinational companies on highly complex issues arising under U.S. trade laws and regulations, including compliance with the Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR), sanctions laws enforced by the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC), customs and other importation laws, anti-boycott laws, and anti-corruption laws such as the Foreign Corrupt Practices Act (FCPA). Steven also brings extensive experience advising clients on the broadening scope of investment restrictions, including Committee on Foreign Investment in the U.S. (CFIUS) national security reviews, Foreign Ownership, Control or Influence (FOCI) mitigation for firms and individuals receiving classified and other restricted information, and outbound investment prohibitions and notification requirements under the Outbound Investment Security Program (OISP).
His experience spans the full lifecycle of client needs, including regulatory analysis, transaction structuring, internal investigations, voluntary disclosures, and engagement with U.S. government agencies.
Steven also advises on internal risk assessments, compliance program development, targeted training on international trade laws, and trade related diligence in mergers, acquisitions, joint venture partners, and other strategic transactions.
Steven works with clients across a range of industries to address evolving global trade risks and enforcement priorities, and he frequently collaborates across practices, jurisdictions, and borders to deliver coordinated, practical solutions to best serve his clients.
Prior to joining Winston Taylor, Steven worked at several other prominent law firms in Washington, D.C. and in the international trade space.
